Received validity biometric letter with completion of background and eligibility check

This morning I received a letter from IRCC about my validity biometric information whereas my background check and eligibility status is not completed, I read where they said once someone receives such letter it means decision has been made. Anyone to help?

Please i did my biometric on 9th November,2023, however i have not recieved any feedback and my agent does not pick up my calls as well

Were you asked to go for medicals?...if you did and passed you will most likely be getting a positive feedback soon. If you didn't and also did not submit upfront medicals which have been passed then its likely to be a refusal
