Yes it will be for your whole family, provided you mention them in you OINP application form.

My employer will not be giving a detailed reference letter but only a letter that has the basics (date of joining, current position etc). Any of you have thoughts on this? I think for EE one can give reference letter from a colleague.. but not sure about OINP.

Best thing is to get on Employer LetterHead with roles and responsibilities, salary, joining date, current position. If possible try to the maximum to get letter in that format.
If you are not able to get, atleast get a letter from them stating that they can't provide such letter and send it along with your documents.

I also got the letter of interest from Ontario on 4 Dec 2015. Here are my details:


EE score : 444 (CEC)
Profile Created : 4th Dec 2015
Invitation : 4th Dec 2015
Submitted : 11th Dec 2015 (Inperson)

I have asked them when should I hear from them and they told within 1-2 weeks i would receive my application number if everything was good or else they will return my file.
