received COPR and Passport but no visa stick on contains pages

My wife received her confirmation of permanent residence Document and passport from Hong Kong visa office, but there are visa stick on the passport page. What is happening officer doing ?
What can we do now, anyone can help me please ?

Assuming that she holds a visa-exempt passport to Canada, she does not require an extra IM-1 visa.

No. As said previously, she is visa-exempt and doesn't need a visa. Passport and COPR are all that is required.
