Yes. Not sure where the person who posted that got his information from. It doesn't state anywhere about validity. I would submit the letter and then support it through payslips and the like, just to eliminate doubts.
Since the quota is the number of arrivals and not PR's issued, I would assume that most of the draws from this point forward would end up counting against next year's quota (issuing a CoPR on December 31st and expecting someone to land that day is unreasonable).

Me too. And it's nice to see someone around my age, except you are still a year younger and will still remain safely above 400. I on the other hand will drop to 399 in February if I don't get ITA or at least PNP before then ...

Been running pillar to post after my ITA especially for the Indian PCC
Anyways, all good since I received my AOR yesterday.
If you think the wait to get an ITA is difficult. The wait after AOR is just unbearable.
Anyways here are some few tips:
1. Don't wait for your ITA to get your PCC done. Have an estimate of your CRS. If it is +/- 4 or 5, get the PCC done anyways.
2. Gather all documents except bank statement and the photograph.
3. Start believing in God. Cos when it tends to get difficult, in God you can find hope!
