Quick Question About 'Decision Made'

Sorry for the newbie-ish question. Next month I am going to hand in my application to sponsor my wife from China. WHEN do I get a final YES/NO answer as to whether or not my wife is absolutely gonna come to Canada? And WHERE do I get the answer from? CIC Mississauga? or Visa office in Beijing?

Well, technically the final "decision" is when she actually arrives in Canada and is granted permanent residence.

For all practical purposes, though, it's when the visa office in Beijing requests your wife's passport, then issues the PR visa which allows your wife to travel to Canada to become a PR.
