1. When is the OINP starting next?

2. I have seen on the forum a lot of people saying year end, is there an official notification regarding the same?

3. How much is the fee for it?

$1,500 CAD.

For question 1 and 2, this is what the OINP website says,

"Ontario anticipates that it will receive its 2017 nomination allocation from the federal government before the end of November 2016, and the province expects to be in a position to accept applications for some streams in six months."
