question on submitting photos - please help

I saw a note on the Immigrant Guide asking me (sponsored person, and my sponsor is my husband) to provide photos as proof of our wedding and our relationship is genuine. It mentions 'photos must be loose...not to be sent on binders, albums, ....'.
I wonder in what way I should submit my photos then? what about putting the photos in an envelop ? or clip on a paper? or what is suggested way to ensure the photos won't be misplaced/lost?

What I did was print 2 to 4 photos per page (A4 or letter sized page) in color on photo-grade paper. They are digital photos anyway so I just put them in a Word document with captions underneath. That way, they are easy to look at, and they won't get lost because I put my name and the page number on the top of every page as a header.

They are basically saying no photos which are in albums and should be loose.

You have two options (my opinion)

We organized it this way

Proof of relationship - our outings, meetings etc
Engagement and marriage
Honeymoon
Post marriage photos if any

You can do one of these
1) Print the photos regularly, organize them and write on the back explaining whose in the picture, the situation etc
2) Organize the photos in MS-Word; under each photo write the description and print. You can put multiple photos in a a page- This is what we did; we felt this gave us the flexibility of typing the description and it was economical. It doesn't matter what paper you use as long as the picture is clear.
