when they say standard processing time of 10 months..so they mean 10 months from the date of receiving AOR or 10 months from the date the application was first received at the CIO?
It's clearly stated on the website...
http://www.cic.gc.ca/english/department/service-standards.asp
We aim to process 80% of applications within the service standards. Our ability to achieve these goals could be affected by factors such as changes in CIC operations or factors beyond departmental control such as incomplete applications, or the need for additional information. For example, an application may take longer than the service standard if it was submitted without all of the required documents.
The times shown in tables below are from the date we receive your complete application package/request to the date of the final decision. Please note that all of our standards are calculated in calendar days.
That means 1 out of 5 applications could exceed 10 months (no time limit, really), and CIC would still meet its service standard.
So far, CIC has yet to succeed in meeting that standard, and in my opinion, is unlikely to under current conditions.
