My husband has been in the express entry pool since 2015.
His ielts expires on April 30, 2017

Let us assume that I get an invite on March 22

My question is, what options do we have in this case

1. Submit all docs before April 30
2. Retake ielts. In this case if the score changes after receiving the ITA will this be considered as a discrepancy. Or is it enough if I give a LOE on the same

almost identical situation. My IELTS expires on April 18

U r right we have 2 options:

1. submit eAPR before the expiry date. in this case our IELTS test results will be frozen;
2. retake the exam

For myself i have decided to do both ;D Meaning, I will try to submit all documents by April 18. At the same time, I have already registered for the new test on March 25. If the new results will not alter my CRS scores, I will have more time to prepare and double check my documents before submission.
In case they do : I will apply for remarking that will freeze the new results for 3-4 weeks and hurry up to submit everything before the old one is still valid

He should retake IELTS.

Note: Your test results must be valid (less than two years old) when you complete your Express Entry profile, and when you apply for permanent residence.

No one knows when you will get your ITA.

personally i would advise you to retake exam in any case.
Just to prepare for the worst and lets say you couldnt get your PCC in a month time or you submitted everything successfully but your application was refused. In that case you will have already new test results to enter the pool asap without wasting time...

This is a very clear instruction, so if you feel you can submit all document before the expiry then don't book another test. However, as there are many factors that may delay you, it may be safer to have recent results.

Don't assume anything. CIC is very unpredictable with draws. Play safe and retake IELTS.

if the score changes, your application might be rejected because you were issued an ITA based on your CRS score and you should maintain that score until you get PR. If your score fall below the CRS score to which an ITA was issued, your application will be considered void.

Answer to your simulation is following:

If you get ITA in March (for example 22th of March) and you manage to forward your documents and get AOR by 29th of April included, that old IELTS result will be still valid and can be used as part of your application.

So now it is up to you to assess your chances to get ITA before that IELTS will expire and handle accordinly.

Assuming that you put all your documents corretly and received AOR. Then the only possible event that can trigger recalculation of your CRS score would be, if you were putting your spouse as non accompanying at the start, but after AOR you have changed that status.
Marriage of a single person however does not trigger that recalculation.
