and short week does not mean that CIC is shutting doors for entire week. People still need to work for remaining 4 days next week and CIC still need to meet their internal service level of 13 months for QSW.
Let's see how much ground they cover in today/tomorrow and next week ...

Just talked to CIC call center guy. According to him my application is "under review". Upon further inquiry regarding the nature of this status and whther or not this is the standard procedure, he assured that it is pretty common to have "a 3rd party review". which is "another immigration officer". Upon further inquiry about not having a medical request so far he said that "Medical requests are independent of other parallel processes such as background check" and that "I should recieve something from them before the end of the year". He also acknowledged that my "application was delayed compared to the standard processing time shown on CIC website".

I don't believe in processing times or that there is any enthusiasm to meet the numbers shown on the website. Isn't the 13 months just a measure of how long it took CIC to process 80% of the applications in that category in the past (whatever is the definition of past here)? As we can see from the spreadsheet, the process has been taking more like 11-12 months for many applicants this year, so if CIC wants to meet the average of 13 months for 80% of applicants, I don't believe they are in any sort of hurry. It's the same for work permits, they don't have a set time limit, and that's why the processing times varied from 52 days to 88 days during my last application.

I have just submitted the application for the CSQ in Quebec three days ago. I'm getting my application for PR ready. Any tips anyone wishes to share? I have to get fingerprints done for the FBI check, my family and I are from the United States and currently living in Montreal.
My tip for you would be to make sure you do not forget to sign anywhere that needs to be signed, and that you sign by hand even if the field can be filled in by computer, like for the declaration of intent to reside in Quebec. Forgetting a signature will get your application returned to you.

2 most common mistakes that result in application delays are:
a) Missing signatures - application will return without AOR
b) Gaps in timelines in Schedule-A

Also you can pay RPRF upfront. It will be refunded in case your PR application is rejected ( less than 2% chances for QSW).

I read on a french forum that someone, inland ,(app received on oct 3rd 2016), and she or he had decision made yesterday.
So its good news for the rest of us. Even if it is moving too slowly ...but moving...
