Today I received file from quebec see below and please help me understand

Exact payment in Canadian dollars, the fee depending on the number of persons (spouse, children). only the following methods of payment are accepted:

1. credit card (complete and sign the form payment by credit card);
2. certified check or is a Canadian chartered bank;
3. check issued by a stockbroker;
4. check a Canadian company;
5. canada post office;
6. bank draft.

any check or money order should be made to the order of the Minister of Finance of Quebec.
will refuse: cash transfers, payment orders, personal checks
, Travelers checks, cash. the fees are not refundable

how did you proceed your payment? was it by international credit card?

their reply is clear as to what kind of payment they accept....so....

Anyway, if you meant to pay by credit card, be sure the card is enabled to pay international bills. Call your bank or credit card operator to find it out. Make sure you can in fact use it internationally. If needed, buy something from a foreign country just to tests it works. Once heard that a lot of files are returned because they are not able to charge the fees to the credit card. Even if your files are all ok, if the credit card can't be charged, files are immediately sent back to you.

Make a Bank Draft for the Correct Fees, as mentioned and resend the documents .
