The MIDI updates in English

Submit a permanent selection application to immigrate to Québec
This section will guide you through the steps for applying for permanent selection to immigrate to Quebec as part of the Regular Skilled Worker Program.

  1. If you want to immigrate to Quebec, you must first create an account in the new Arrima portal and submit a Declaration of Interest (ID) form. This declaration will be paid into the Bank of Expressions of Interest (IDB).
    The filing of the declaration of interest is done online for free. It allows you to declare your interest in immigrating to Quebec at any time. At this stage, no document is required.

    The declaration of interest form includes the following information:
    - personal information;
    - contact information;
    - family situation;
    - status in Quebec;
    - schooling
    - career paths;
    - job offer validated by the Ministère, if you have one;
    - language skills in French and English;
    - further information.

    Accessible at all times, you can update your DI form at any time, even when deposited in the bank.

    Conditions of deposit and validity:

    To declare your interest in immigrating to Quebec, you must be 18 years of age or older.

    Also note that your DI will have a life of 12 months, from the moment you submitted it. If, during this period, you have not been invited to apply for permanent selection, your DI will become invalid, without recourse to a period of extension or renewal. However, you can create a new one for free, if you wish.

  2. If your profile matches the invitation criteria established by the Department, you may be invited to apply for permanent selection.
    The Ministry will first and foremost invite people whose profile matches the needs of the labor market and who contribute to the vitality of French.

    Specifically, invitations will be based on the criteria and criteria groups that define the person's employability profile. These criteria fall into three broad categories:

    - those related to human capital (such as age, fluency in French, level of education, etc.);
    - those who favor integration into the Québec labor market;
    - those related to the changing needs of the labor market (such as areas of training related to occupations with a shortage of labor, etc.).

    In addition, certain invitations will be established based on specific criteria such as holding a validated job offer, obtaining a Quebec diploma or having temporary worker status with at least 6 months of work experience in Quebec.

    For the latest information on invitations, see the News page.

  3. Once invited by the Department to file an immigration application, you will need to complete the form for your permanent selection application.
    Once invited, you will obtain confidential information to access your space in My Quebec project. The previously completed information of your DI form will be transcribed in your permanent selection request. You will need to add some information to complete your application and pay the fees .

    The following information must be (re) specified in your request:
    - Your profession or regulated profession in Quebec;
    - your place of residence;
    - your stays in Quebec;
    - your family in Quebec;
    - your previous requests.

    time

    From the date you were invited, you will have a maximum of 90 days to complete your application and pay the required fees for the review of the application for permanent selection, otherwise your application will not be considered.

  4. You will then have to send the required documents in support of your application for permanent selection.
    When the Department is ready to review your application, a personalized list of required documents will be sent to your My Quebec Project account. You will then have 90 days to send the documents by mail. The review of the application will begin once the Department has received your documents.

    Prepare your documents carefully to ensure effective processing of your application.

    They must be :

    - duly completed and signed;
    - submitted within the time limit set by the Ministry (maximum period of 90 days);
    - provided in the required format. For requirements related to the "certified copy" format and translations, you must consult the documentary requirements page. To find out which authorities are authorized to certify a document, you must refer to the List of Recognized Authorities to certify documents .

  5. Your application will then be processed by the Ministry according to the selection grid of the Regular Program for Skilled Workers.

    When the Department receives your documents, it will verify that your application is complete, that is, if you have submitted all requested documents in the required format. If your application is complete, it will be subject to a selection review without further notice. If your request is incomplete, you will be informed by a message in your account.

    The Department will then complete the analysis of your application and make a decision based on the selection grid for the Regular Skilled Worker Program .

    Application Review Process

    Here is what can happen after the exam:

    1. Selection on file: Some immigration applications are processed on file if the interview is not necessary to make the decision. If the threshold for crossing the selection grid is reached, an interview may not be necessary. You will then receive by mail your Certificate of Selection of Quebec as well as various documents of information on Quebec. The next steps in your immigration process will be indicated.

    2. Intention to Refuse: You may receive a letter advising you that your application for permanent selection will be refused unless you provide documented evidence within 90 days to review the decision. If this evidence is provided within the specified time, your application will continue to be considered. Otherwise, your request will be refused. You will then have the opportunity to submit a request for administrative review.

    3. Call for an interview: If an interview is required, you will receive a notice stating the date, place and time of the interview and the documents to be provided.

    During this interview, the Immigration Advisor will verify the information provided in your application for permanent selection. The audit will include information related to education, work experience and language knowledge.

    Once the interview is over, there may be:

    - Acceptance: If the assessment is positive, the counselor informs you of the next steps to take in your immigration process. If it is possible, he will immediately give you your Quebec Selection Certificate, otherwise he will send it to you by mail. It also gives you a pocket that contains various information documents that you are advised to read carefully. Depending on your needs, he can also give you other documents.

    - Intention of Refusal / Refusal: If your application does not meet the threshold of passage of the selection grid, the Immigration Advisor will proceed with an intention to refuse, then a refusal, if you have nothing to change the decision he intends to take. If any evidence is missing from your file, the counselor will give you a letter of intent to refuse. You will then have 90 days to provide the evidence requested. If you do not submit the proofs requested after this period, your application will be refused. In all these cases, you have the option to submit an administrative review request.

Thank you in advance for your kind information sharing.

Unlike Express Entry, your work experience will count as long as it's relevance to your degree. But you need your letter of attestation from your previous employers

How candidates will be ranked in Quebec's Expression of Interest Bank
Any foreign national 18 or older may submit an Expression of Interest to the province.

Once candidates are in the Quebec Expression of Interest Bank, they are grouped under two categories: Candidates with a job offer or connection to Quebec and candidates residing outside Quebec. In each category, candidates will be assigned points across various factors.

Candidates with a connection to Quebec

This group is for candidates with a job offer in Quebec or who are residing in the province with the primary goal of attaining employment while on a work permit and have a Quebec-approved degree or six months of full-time work experience and are currently working full-time in the province.

Candidates in this group will be assigned a score based on the following seven factors: Age, Quebec Diploma, Canadian or United States work experience, French language proficiency, knowledge of other languages, education level, and a spouse or common-law partner's education level and proficiency in French.

Candidates residing outside Quebec

Candidates in this group will be assigned a score based on the following eight factors: Age, Quebec degree, Canadian or United States work experience, training that the Government of Quebec lists as in-demand, French language proficiency, knowledge of other languages, education level and and a spouse or common-law partner's education level and proficiency in French.

The province of Quebec has yet to detail the points structure that will apply to the factors under the two groups.
