Provincial Nomination Program ImmI accepts lower IELTS score without EE POOL

Does any one has any idea about the Provincial Nomination Program Immigration that accepts lower IELTS score which will not routed through Express Entry pool.

SINP Occupation in Demand is ideal in that situation. They can accept as low as CLB level 4 and its a paper based application i.e. not through express entry pool.
However, Visa Office can ask you higher IELTS score dependent on your profession.

Does MAnitoba PNPwill routed thru EE? I'm qualified in that if it goes thru EE then it is problem for me other wise I can thru it. I have a friend over there..
