Hi All,

I was going through the skilled worker visa application and have a query on the language proficiency
As per the form

At the time of submission of your application to a Visa Office, you will need to:
• submit language test results from a designated testing agency or
• establish your proficiency through a written explanation and supporting documentation.

I have done my entire schooling in India in English. I am a Engineer with 10 years of work experience and handle international customers in Canada, Singapore etc.

Do i still have to give the IELTS and get a score or can i establish that i have excellent English communication skill through any other means?

Regards
Quartz

You do not fall under the category of native english speaker. If you want to get good points then go for IELTS. IELTS is not compulsory for anyone, but if you want to get good points under language proficiency you will be required to produce IELTS TRF. No amount of explanation regarding good control over english will help your cause.

I too have the similar situation. I have been living & working in US and Europe for now about 7 years. US Only is 5 years. Is this sufficient justification to prove the language proficiency. Anyway, does anybody know how much maximum points one can score having such an exp. and not appearing for IELTS.

Nobody knows the maximum points you would score for this experience. It would differ even from one visa officer to another. If you are depending on IELTS for points, you better give the exam.

Again, it depends from officer to officer if you look at it. In my opinion, if you have just lived in Europe and the US but are not educated from these countries (even in Europe they speak English only in the UK), they might give you just 4 points.

The point I was trying to make in the previous post is try to see how dependent you are on the proficiency points. Be the devil's advocate and assume they give you 0 points. How many total points are you getting from this evaluation? If it is tantlaizingly close to 67 (say 65 or 66), you may scrape through. But if the gap is too much, like 62 or 63, you are taking a risk.

Do we have to submit the score to CIO office or is it that Visa office need it. I have sent the documents to CIO with explanation to prove my proficiency in English.

Am not too sure about this since I applied when the old rules were still in place. Others may reply and provide answers.

what is CIO's take on this; do they just forward the application to Visa office? on what basis? they must be considering some points based on this.

No need to send IELTS TRF to CIO,they only check the NOC, M.I (ministerial instructions), job duties. Points are not calculated there.

If you read Page 39 of the instruction guide (http://www.cic.gc.ca/english/pdf/kits/guides/EG7.pdf), it says the visa officer at CIO will make an initial assessment whether the application qualifies for processing under one of the three categories............................

So CIO only makes an assessment if you are eligible or not. The decision on English proficiency and other things is done by the visa office.
