Yes it is perfectly fine additionally you can use any normal FD, saving bank account with 3 month consistent balance.

Why did you lock it for 5 years? I am sure you had different options like 1-3-5 years.
CIC will definitely like to see funds AVAILABLE and not still locked for 5 years when you got PR.
