processing time exceeded

processing time for study permit application has exceeded is that normal?
and do they offer visas even if the studying program has started, or most accepted visas are offered before the starting date of university?

Processing times are often exceeded as depends where you apply, where application is processed and of course workload. There are no guarantees any permit would get issued before a course starts so it is critical if at all worried that you keep your college/uni informed
