Sorry it seems silly. But can someone answer who is the principal applicant for the spouse sponsorship application. Is it the person who is already a citizen of Canada or his /her spouse who lives outside the Canada?

Think of it this way the applicant is the one applying to be a PR ( the non-citizen spouse) the sponsor is the Canadian PR/Citizen sponsoring the applicant to come to Canada.
