It applies to them as well. However, they have a higher level of success when applying for an H&C exemption if they a) were removed from Canada by their parents and b) are attempting to return to Canada at the first opportunity as adults.

Do you know if parents do not meet RO and are reported for it and have their PR status revoked, is the PR status automatically revoked of their minor children as well? I'm under the impression the H&C consideration can only be used in the case a child is still a PR when they are older and want to return to Canada.

I think only those who come under 'examination' either by CBSA or CIC for RO breach are revoked. Say the parents showed up at the border and were reported for breach and subsequently lost their PR but their children were not with them at the border and not examined and/or reported they would maintain their PR until adulthood. Yes, a HUGE loophole.

If formerly examined as part of a non-compliant family, at the POE, I wouldn't think that they would gain any exemption, simply because they are minors.
