PR and work permit filed together

I know this isn't a place to vent. But I am completely spent at this point.
My husband came here on a student visa from Jamaica. He was going to college staying with family. Unforeseeable circumstances left him to seek residence on his own. He was no longer able to afford his college and switched to an independent college whom he verified was accredited and recognized for a Canadian visa. Of course after graduating and applying for an extension and work visa he was denied. Stating his school did not meet standards. He reapplied giving, letters, paperwork, his new acceptance to attend an accredited school, again denied. There have been so many other disappointments pertaining to him being able to work in his field because of this they are too many to list. It is like a circle of rejection he can't get out of because one thing is required for the other which is impossible to get without the first. We are married applied for his PR through spousal sponsorship which is understandably taking up to a year. We also filed for his work permit at the same time. It has been 6 months. There's no word of his work permit. We were told that would take max 3 months. The company he was able to work for recently went bankrupt. We received a call this morning before he was headed to an interview. His WEPP and EI will not be processed until he recieves a valid SIN. His student permit had expired as well his temp SIN. Where does that leave anyone in this situation? No update on work permit, ineligible for EI, he came to this country directly for employment opportunities in his tech field is eager to work cannot wait actually and is forced to be in holding. Why exactly no one knows, as no one gives u anything except a generic answer. Why the wait time for a work permit?

SIN can be extended if one believe they are in implied status (which he probably is if his WP application was sent before his previous WP expires). Show the proves to the Service Canada agent and see how it goes. They can do instant approve/reject decision. And then EI can kick in. He will not receive a new SIN until he has landed as PR.

Was your husband technically still in status when you submitted the PR and OWP applications? They will not grant the OWP unless he was in status when the application was submitted. I am concerned that perhaps IRCC views him as being out of status and thus he will not be issued the OWP until he receives AIP (approval in principal) on the PR app, which comes around 10-11 months into the process. That is typically the case when you see the OWP take longer than 4 months.

We went into Service Canada with the receipts,and his application profile summary printed from the CIC website showing he applied before the previous had expired and that it is still in process. The agent was very understanding but advised his current is expired there is nothing she can do to extend even if she wanted to. It would be up to the EI agent to decide whether his is processed and whether his SIN is extended. She advised to just be patient she saw that both his sponsorship and WP have been received. The WP is still not processed. Thank you for the help anyways.

Yes it was still in status when we applied for both PR and WP but it was almost to the day. As he did apply to extend previously on his own without sponsorship and it was denied because of the accreditation of his school. It took some time to receive that response then gather all the information required for the spousal sponsorship.
I really do hope that is not the case. The Service Canada agent did make notes in the system under his account that there is evidence we applied before the previous expired. Maybe that will make a difference. Thanks for taking the time to respond.
