Post graduation work permit extension

Hello guys!

I am looking for information regarding extending post graduate work permit. It's for a friend.
His program was 3 years long so he is eligible for 3 year pgwp. However, his passport was expiring at the 2 year mark so he was issued pgwp for 2 years. This is mentioned on his work permit document as well.
He wants to extend it to the 3 year mark and we are just looking for the accurate process for doing this.
Has anyone done this recently. What is the process. Paper vs online application and how long did it take.
