Post Graduate Diploma or MS after B.Tech in CSE from INDIA??

Hello everyone,
I am student of B. Tech Computer Science from Tier-2 University here in India.
I'll be completing my degree in July 2014 with ~65%.
My 10th and 12th scores are as follows-
10th- 81%
12th- 70%

With these scores will I'll be able to get an admission in a good university for Master of Science program??
I have also heard about Post Graduated Diplomas, are they worth doing?
I was interested to know about Post Graduate Diploma/Certificate in Wireless Telecommunication at Humber University or similar courses elsewhere.
Which one is good to choose being from Computer Science background?
What are the job aspects there after doing the Diploma/MS?
What are their value back here in India?
Can you please guide me regarding the same?

If you are planning to return back to India after studies go for MS because PG Diplomas are job oriented courses as per canadian job markets.
PG Diploma wouldn't be of any use in India unless after PG Diploma you work for a couple of years in Canada itself.
PG Diploma are cheaper then MS though.
