You can send it when you get your file number from the visa processing office. You will get an acknowledgement letter on which your file number is shown. If you have the certificate, don't wait till you get a request because PCC have only validity for 3 months from the date of it's issue.

Excuse me if I'm doing this wrong - it's my first time here.
I'm applying for PR status - and I'm confused about the police background check. We have everything ready to send to CIC - except the FBI fingerprint check - which is in process. Do we have to wait to receive that before we send everything else in?
