Yes if you still hold the iqama and valid you are obliged to provide a PCC.
We have to provide a pcc upfront or we can provide later in the application stage? Also to get Saudi PCC I would have to visit and it is not an easy process (Should I write this to IRCC?)

Yes you should provide it upfront. If you didn't and already submitted your application to IRCC then wait and see what they will say, if you are unable to travel and get it. But definetly they will ask you for the PCC later on becuase you are keeping a residency status in another country than Canada.

Hi all,
We are in process of citizenship application, pls help with below query.
Indian citizen but stayed in Scotland for more than 6 months before we got canada permanent residency. We need not had to provide pcc during PR application as we moved to Scotland only after we applied canada PR.
Before moving to Canada we were in India for a month.
Our 4 year period includes time in scotland.
Do we need to provide PCC from UK?
