PNP Experts! Please help!

Hi guys, so confused by the options... and I'm sure there's a very quick answer to this question...

My mum and I are now Permanent Residents (I just sponsored mum), we want to sponsor my brothers (over 30 years old, skilled workers back home), I know we can do it from Manitoba... We currently live in Vancouver and are planning to move to Winnipeg in 2 weeks time with the view to settling there and being able to be "support persons" for my brothers through the MB PNP scheme.

Does anyone know if any other province does this as well??? We are slightly worried about the Winnipeg weather!!

Darn, it looks like we could have done it from New Brunswick as well, however he doesn't have a 2 year diploma, only a 1 year.... although he does have more than 1 year of post secondary study, it was just in different stages. Does anyone know if the 2 year diploma is paramount?
