It says payments via internet will not be accepted at the VAC... how can i pay the $150 CIC visa application fee then? and How do I pay the 40$ VAC fee?

It says choose the country FROM which you will be applying to get your local visa office instructions: I am a Korean visitor visiting Canada. I will be applying from Canada but to the LA Visa office for study permit... so which country do I choose? Canada or USA? I have heard both answers from CIC. Depending on which country I choose, the document checklist is diff.
