Hi, 60 days is from the date they send you a letter with a PCC request. Usually it's when they start processing the application (and I mean really start
to look at the documents).
in my case the timeline was like that:

filed: may 28th
AOR & transfer to CPP-Ottawa office: Sept 27th
PCC request: Nov 1st.
it goes faster for some and slower for others. for me it took 5 month to get from the application being filed to getting a pcc request.
unfortunately I might still have 3 month to wait for my PCC from Russia, oh well.

sorry for replying so late.
No it wasn't from the date of AOR,
in the application checklist it says that you don't have to submit PCCs right away, at least it said, but check the 'document checklist' that is most current.
What you need is have those PCCs ready, because you can be asked to submit them. I was asked to do so in November, while I applied in late May and got my AOR in late September.
I think until they really start to process your case they will not ask for it.
In my case I was asked to submit my PCCs and CIC said they need it in order to continue processing my application.
As for wait or not, can't give you an advice. I didn't want to wait, I had the documents ready and I submitted my application. Later I submitted the PCCs when I was asked to do so.
They gave me 60 days, which in the end was enough. I got all my PCCs in about 20 days.
