Please help - from Australia

Hi,
I am a permanent resident of Canada residing in Regina, SK. My sister is currently in Australia and has applied for Australian PR (she hasn't received it yet). She is however, in the process of separating from her husband and would like to re locate to BC if possible or anywhere in Canada including SK.
She completed her Bachelors in Commerce in Australia and just started working for an australian company as an accountant. What options can we consider? Thanks!

1. Unless she has at least 1 year of experience in the list of 24 occupations http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp?expand=jobs#jobs or an approved LMO from a Canadian employer which will employ her permanently when she becomes a PR, then she probably doesn't qualify as a skilled worker.
2. She could look at the Saskatchewan PNP program: http://www.saskimmigrationcanada.ca/family-referral but she needs a skilled job offer.

she is not enthusiastic about coming here to SK (because of our extreme cold; she is severely allergic and prone to asthma)..she prefers BC - if at all possible..
and no she doesn't have 1 year experience yet; she just graduated this past march and had started working for an Aussie multinational in June..
