PGWP Question. Experts Help please!

I was wondering if all institutes are eligible for PGWP's. I am going a 4-years Engineering degree(BE Software Engineering) to York University and I would like to know if I will be eligible for a PGWP? I have a scholarship provided by the university too.

Someone told me that scholarships can make you ineligible. So, no, I am not sure.
