Is this normal that I have to submit the PCC again? It is really troublesome to request and I would like to avoid doing it again if I can ???

Also, what if one of their dependent (brother) has been in Canada since the age of 17; does he also need PCC from country of birth? He's been in Canada ever since

What is your VO? also the title of your thread is PGP, which year are you from ?

How long was it between when your application was transferred to the Mexico VO to when you got requested medicals or PCC?

If your police clearance has expired or is close to expiring then they need you to submit a new one. I don't think a PCC request is something you can avoid, if they ask for that you have to provide it. Is the problem that you are in Canada and need to obtain the police clearance from your country?
On a positive note, I think it means they are actively working on your file and there is a good chance that it is close to being finalized if they are asking for it again now. You have been waiting a long time!
