PGP - do you need to land or live in Destination City?

When we applied for PGP for my family a couple of years ago, we were in Calgary. Then we moved to Ontario. Parents got COPR in India and immigration visa. On the COPR it says Destination City as Calgary only. Does it mean our parents need to land in Calgary and live there initially? I’m assuming no but just want to confirm.

You should have updated your address when you moved to Ontario. Then the landing address would have indicated Ontario. It is important to notify IRCC of any changes in your profile.
