I immigrated to Canada as PR on 30-Apr-2014 from India. Excluding all my vacation outside of Canada, i now have 3 years (>1095 days) stay in Canada.
Now, the question is on police clearance certificates (PCC), CIC needs a PCC for 4 years before the application date.
In my case, i am definitely outside of Canada before becoming a PR for 1 year.
Should i need to submit PCC from India now?

I already submitted PCC when i applied for PR.
Please throw me some insight on this?

*Considering 3 out of 5 rule is implemented

Yes, you need to submit fresh PCC if required, please contact consulate or high commission...

The documents you submitted during PR process will not retrieved by CIC/IRCC during citizenship. In the case of PCC, its validity window is limited.
Copies of other documents like proof of language proficiency will be accepted even if not valid, but you still need to submit them...

Getting a PCC from India/USA is very big process by itself.

Thanks !!! But, i wish the rule is bit weird.
Getting a PCC from India/USA is very big process by itself.
If you are in Canada now, you don't have to get it from India. The nearest consulate or high commission can do it.
As for US, bit of an old story, but last time checked, it was not tough. We even took our own finger prints and it was accepted...

IN your case it looks like it would depend on where you spent your holidays: your four years back - calculate from November 30, 2013 -> days out of Canada in your home country- December 2013+January-April29, 2014 = 150 days.

IN your case it looks like it would depend on where you spent your holidays: your four years back - calculate from November 30, 2013 -> days out of Canada in your home country- December 2013+January-April29, 2014 = 150 days.
You are fine. But, my case i stayed >180 days outside canada before becoming PR.

For the purpose of PCC count 4 years immediately before your application. If you send your application on November 30, 2017, count all days out of Canada in the period from 30Nov 2013 to 29 Nov 2017, not before.

When it comes to PCC, when you became PR is not driving factor, you need to provide it if you stayed more than 183 during past four years, PR or otherwise...

A hypothetical scenario assuming 3/5 rule applied as of 31 Dec 2017:
  • A person lives in a foreign country as of Jan 1 2014 stays there till 1 Sept 2014
  • The person becomes PR on 1 Sept 2014, by landing and leaving the same day back to where he came from and lives there till 1 Jan 2015
  • The person moves to Canada on 1 Jan 2015 and does not leave till 1 Jan 2018 and accumulates 3 years of residence
  • Applies for Citizenship under 3/5 on 1 Jan 2018

Question: Should a PCC be submitted?
Answer: Yes

I think in this example the answer is NO, because for PPC four years Immediately before application count.
