passport request letter

Hello!

Does anybody know whether the passport request letter mentions the name of the country where the passport must be sent or there is an option to send the passport to another VAC center in another country?

I am in a similar position. I am asked to send my passport to one of three places from within US:

Ottawa, NY VAC or SF VAC.

I was able to get a hold of a person calling VACs (the same person for both locations). Someone non-answered my questions regarding the expedited results.

I need to make sure that I have my passport back by Sunday. If not, I have to go to another country before 30th. I live 3 ours from NY VAC.

Folks, please tell me what to do for the fastest result.

1. Go to NY VAC in person right away.

2. Send it to NY VAC.

3. Send it to Ottawa center.

Please help!
