Parents Sponsorship - Need to know where to start...

Hi everyone, I got my PR card in September and I'm thinking to sponsor my parents.
I was reading the guideline for sponsoring family members and it's a little overwhelming.
First, I'm living in Canada, should I apply my parents within Canada or send the forms to them and let them apply from my homecountry (China)?

Do you qualify to sponsor your parents, when the parental sponsorship reopens in January? Have you checked?

The biggest obstacle for new PRs wishing to sponsor their parents, is meeting the minimum income criteria for 3 consecutive years previous, using ONLY notices of assessment from the Canada Revenue Agency. CIC will not consider any other income from outside Canada.

You cannot, need to wait 3 years and or after some times, invite them on super visa

does the new requirement apply for quebec family sponsor?

Is there any different between quebec sponsorship for people who has CSQ and living in QC?

from what I read in their site people who applying from QC will need to prove only one year of income.
did I understand it correctly?

Please advice?

no, you need to submit the recent Option C (one year).

I'm sorry - what's Option C? It mentioned in IMM5484E, but says most recent NOA or Option C.. what does that mean?

After you have paid your taxes for the previous year and you get a "Notice of Assessment" from the tax authorities (CCRA) - this confirms that you have filed your taxes. You then have to call the toll-free number of CCRA and simply ask them to provide you with "Option C". They would then mail it to you. Option C is a summary of your income and the taxes paid on it.

1 year is the old rule. When the new rules come out in 2014, it will require 3 years of income meeting the LICO+30% amount.

Could someone please help, so when the New Parent and Grandparent program re-opens January 2, 2014, it has nothing to do with new immigrants?
I have to have 3 years of NOA or equivalent to prove I'm not below LICO line, correct

You should be allowed to sponsor them as a new PR, only if you have 3 consecutive years of the LICO+30% through CRA NOAs only.

i.e. if someone was in Canada on a work visa for a few years and did taxes through the CRA, even if they wen't yet a PR those years would count towards meeting the requirements. In this way one could sponsor their parents immediately after becoming a PR.

Another questions, I want to sponsor my parents, so family size would be 3, would I then look for the LICO amount $35,657+ 30% for 3 persons or just 1 person for $23,298+30%?

That would be for 3 persons (You + 2 parents).
This is assuming you live by yourself. i.e. if you had a spouse and 1 child, you would then have family size of 5.
