Parent Sponsorship and NOA (2013/2014/2015)?

I'm planning to sponsor my parents, when the program opens up again in January 2017.

I immigrated here July 2013 (FSW), therefore my Notice of Assessment (NOA) for 2013 shows almost no income.

My NOA for 2014 and 2015 are way above the Low Income Cutoff, and is available in CRA's MyAccount website. My wife will be a co-signer, and also the same case (no income for 2013 NOA, above LIC for 2014/2015)

I assume the forms for January 2017 Parent sponsorship will require 2013 / 2014 / 2015 NOA's.

Will I be eligible to submit my application to sponsor my parents for the 2017 pool, even if my 2013 NOA shows insignificant income?

No, you are not eligible to sponsor your parents in 2017. You don't meet the 2013 LICO and it doesn't matter how high your income was in the other years.

Assuming you maintain the same income this year, you will be able to apply for sponsorship in 2018.

There is only 1 way - move to Quebec and stay there during processing. As far as I know, they are still assessing parents apps based on just 1 year of income and never updated to require 3 years.

Else you are stuck. With income in 2014, 2015 and 2016, the earliest you can apply is January 2018, no exceptions.

I have the same problem, I was in school during 2013, receiving non-taxable income which was not included in line 150. If I move to Quebec, shall I wait for 12 months before applying or be able to apply immediately after moving (in that case, the NOA of earlier year is filed in another province)? Thanks a lot.

Quebec requires previous year Quebec tax return in additional to Fed Tax NOA so moving now and next year you will be eligible but then Quebec has highest tax in Canada
