by the grace of ALLAH I got email from chc-isb today saying your study permit has approved.
and got call from TCS visatronix to collect my passport tomorrow ....Inshallah will collect it tomorrow

I got email at around 5. pm but the on the letter is 18th nov-2013

It means your visa was approved yestrday but thy sent u the E-mail late i know some times u get call from TCS first then next day receieve approval e mail.

Yar what I can see that they are issuing visa on Mondays,, 28oct,, 4nov,, 18nov,, May be next on 25 nov
