Personally, I feel that not receiving NOI with French as a 2nd language is a glitch in their NOI issuing system! Whether French or English is 1st or 2nd language, you still know both of them and have secured honourable scores in the international exams, which makes you eligible for the French Stream.
If you are still unsure, maybe you can send a case specific inquiry to OINP? Your score is very good, it will be a pity to blow $1500 + delay the process unnecessarily. On the other hand, OINP has picked up speed (at least for issuing AOR to our batch) ...

Yeah. It was me asking that question.
But is there any chance they check your profile while processing your case (or something) and find this discrepancy? Or do they never look at your EE profile in the system at all?
I mean it's technically feasible to switch between languages. No question about that. But is it acceptable?
If I were them I would revoke the NOI.
