Ontario’s Driver’s License while "Out of Status"?

My husband has applied for PR, but he is here on an expired Visitor Visa. (We applied for a Visitor’s extension BEFORE it expired, have proof they rec’d it, but didn’t get a reply. So technically he is on Implied Status).

His Driver’s License from Costa Rica would be expired, but he doesn’t even have it with him. (His wallet was stolen in Cuba when we were on Vacation).

Is there any way for him to get a valid license here? Do we have to wait at least until we receive the AOR? Or something more than that?

I think it might be different in other provinces, but here is what you need to have (one of these) if you want a driver's license in Ontario and you are temporary resident:

Study Permit / Student Authorization (IMM 1442)
Work Permit / Employment Authorization (IMM 1442)
Visitor Record (IMM 1442)
Temporary Resident Permit (IMM 1442)
Refugee Status Claim (IMM 1434)
Acknowledgement of Intent to Claim Refugee Status (IMM 7703) with photo
Report Pursuant to the Immigration Act (IMM 1442) with photo
Ontario Photo Card

So since his Visitor Visa is expired, but we have sent in our Application for PR...we do not have any of these.

Should we be applying for something like this?? (Can we even apply for this IMM 1442 if he is out of status but our PR Application has been sent in?) Or do we just have to wait all the time until he gets approved as a PR until he can drive again?!?

Yes, you just have to wait if he doesn't have any of those documents.
At least from my country I would be able to order international driver's license that is valid to drive in Ontario for 3 years or 5 years (there is few different kind). Maybe your husband should try to look into his options to ordering one of those from his country? Then he could drive here.
