I submitted application and noticed my IELTS results somehow missed from application, Can I withdraw application and re-submit again? Or I've to get new NOI, though 14 days are not over yet.

I would suggest try contacting Ontario Immigration and see if you can submit the IELTS as a follow up document to your recently submitted application. Just explain that you overlooked the IELTS document when you submit your application.
