My parents on PR returned to Canada after 2 yrs. However they plan to return back in 4 months. In these 4 months, they did visit doctors and did some blood tests.
Will there be an impact if they have to return before the mandatory 153 days stay?

They aren’t going to meet the residency obligation to qualify for OHIP. Depending on how much time they spent in Canada before the 2 year absence and whether it was exactly 2 years or less they may have already lost their OHIP coverage due to not meeting the residency requirements. They should not use OHIP if they plan on remaining for only 4 months. Knowingly doing so is OHIP fraud. They would have to pay for healthcare if they don’t plan on meeting the OHIP residency obligations. Residency obligations are in place so that people don’t return to Canada with plans to use the healthcare system and then spend the majority of their time in another country.

Just realized they also are very close to not meeting their RO if they only stay in Canada in for 4 months if they have already been outside of Canada for 2 years.

Would add that if you attempt to use theirOHIP even though they don’t qualify you can asked to payback the money for many years after the fact when they audit the information. Their options are to stay longer or pay for care. Given their 2 year absence they may have to stay 6 months. It will depend On how long theyhave been in Canada before going away for 2 years and how much time they remained in Canada during the many years before the 2 years and it depends on whether they left for over 2 years or less than 2 years. Access to healthcare is dependent on your being present in Canada for a certain amount of time. Your parents seem to be trying to visit the dentist, the doctors and attempting to access healthcare before going back to India. The residency rules are in place to prevent exactly this situation.
