OHIP requirements for 153 days stay per year

My parents on PR returned to Canada after 2 yrs. However they plan to return back in 4 months. In these 4 months, they did visit doctors and did some blood tests.
Will there be an impact if they have to return before the mandatory 153 days stay?

be physically present in Ontario for 153 days in any 12-month period; and. be physically present in Ontario for at least 153 days of the first 183 days immediately after establishing residency in the province; and. make your primary place of residence in Ontario.

If they don’t meet the residency requirements and knew they wouldn’t meet the requirements they are committing OHIP fraud which is a crime. Depending on how long they were in Canada before the 2 year absence and depending if they were out of Canada for more or less than 2 years they may have also been required to reapply for OHIP. Residency requirements are in place so that people don’t return to Ontario use the health system then leave. If discovered they will have to repay all the services they used. They should either follow the residency requirements or pay cash.
