You can contact IRCC and ask them to send email. If you still dont receive it, you can go ahead and still give the test.

Is it normal to not receive the test instructions letter till a day before the test start date? Or should I be worried and reach out to customer service?

It is not normal, as you need it to activate the link for your online test. Give them a call if it has been a week since you were invited.

It depends on when your tracker was updated. If it has been a week and no letter of instructions arrived through email or mail, give IRCC a call. At the same time keep prepared for your test.

Any folks in the GTA that have background check completed but test not started? My wife's application's BG check was completed Nov 29 but test is still not started. I remember mine was rather instant.
