I am thinking if it's worth it to call IRCC since it looks like many ppl from Oct 2020 App submission have updates, some even already took the test, what do you guys think is the normal range of getting update?(update after background check complete)

Asking them for general status, it wont be helpful as central team cant event know when the local office will review your file for the next stage of processing. They will just tell you to wait.
So track the wait time for your specific location for the specific stage you you are looking for.

Congratulations... From calculations, it's 7 months after the text when one can expect oat ceremony. Is there a way to attend the oak taking ceremony online from outside Canada?

No. You have to be in Canada to participate in the oath ceremony.

Yes, it would be DM 99%. In old ecas you can confirm if thats the case. https://services3.cic.gc.ca/ecas/security.do
