Hi Everyone,

I have a family who is been living in India for more than 6 months they are on an entry visa. I am in the process of applying for their OCI. The online application is already completed I contacted FRRO Hyd via email requesting a date to get the documents physically verified. I have been thrown in a circle by the FRRO office, they kept asking me to upload "Birth Certificate Endorsement by High Commission of Canada, New Delhi". This is causing me a lot of frustration as no one is able to guide me in the right direction. Both my kids are born in Canada we have already uploaded their birth certificates along with the other documents. Not sure why FRRO Hyderabad is asking us to upload the birth certificate endorsed by the high commission of Canada in New Delhi, maybe they want to check the authentication of the birth certificates? I have no clue where to begin. It's like I am stuck in the middle of this. I would highly appreciate it if someone can assist me with this. I tried contacting various departments such as the Consulate General Of India, the High Commission of India, and the Ministry of external affairs and I have had zero response from these bodies.

Do I have to get the birth certificates Endorsed by the High Commission of Canada though my kids were born in Canada? If the answer is yes could you please assist me with who do I contact for this and what is the process?

Regards,
Zainy

normally endorsement is not required for child born in Canada and applying in Canada, probably you are applying out of Canada that's why they are asking. Take birth certificate & copies to consulate and have it done in person . hopefully FRRO accept that. check this https://www.cgitoronto.gov.in/page/requirements-of-birth-certificate-attestation/
or here https://www.international.gc.ca/gac-amc/about-a_propos/services/authentication-authentification/step-etape-2.aspx?lang=eng

Cdn High Commission New Delhi offers this service- see requirements under Notarial service https://www.international.gc.ca/country-pays/india-inde/new_delhi-info.aspx?lang=eng#NS
I think best is to try CGI Toronto visit. Hopefully FRRO accepts

Hi Daya1,

Thank you for your reply, yes we are applying for OCI outside of Canada. My family is currently in India, all the originals are with my wife in India, I just checked the link you mentioned in your comment, the problem is I do not live in Toronto I live in a different province any work that is related to consulate general India is done through the mailing service. Since my family is in India I was wondering if we can get this done by the High Commission of Canada New Delhi? As that is what FRRO Hyderabad is suggesting to us. I tried to search and opt for the service to do this through the High Commission of Canada New Delhi it does not have clear information on how to begin this process it's rerouting me back to the High Commission of India in Ottawa or Consulate General of India in Toronto.

but seems like you need Global affairs first and then High commission. seems long process https://www.international.gc.ca/gac-amc/about-a_propos/services/authentication-authentification/step-etape-1.aspx?lang=eng

here is my timeline for postal OCI application from Vancouver:

Documents Printing StatusPROCESSEDOn10-FEB-2023
Dispatched From MEA (OCI )NEW DELHIOn11-FEB-2023
Document received AtVANCOUVEROn11-FEB-2023

in BLS tracking it says: Passport ready For Collection after OCI stamping

I had already paid the Purolator drop-off fees online. Does the above status mean that I need to go and pickup the OCI card? Has anyone else faced an issue where you have already paid for Purolator and still had to go and pick-up?
Just wondering if you received your OCI document? I am in the same boat as you. My OCI document was received at the Vancouver location on Feb 10, but haven't received it yet. Cannot find any tracking in Purolator using the File Ref Number.

i had to contact BLS. It seems eventhough I had paid for return coruier, it was not updated at their end. Yesterday after the call with BLS, I can see tracking updated in Purolator eventhough BLS tracking still shows previous status. Hope I receive my OCI either today or tomorrow.

As per my understanding -Check the following links
1. https://travel.gc.ca/assistance/ask-travel and book an appointment with Canadian Embassy in India
https://travel.gc.ca/assistance/embassies-consulates/india
But before Email to -New Delhi - High Commission of Canada - Email: india.consular@international.gc.ca
Street Address: 7/8 Shantipath, Chanakyapuri, New Delhi 110 021, India Telephone+91 11 4178 2000Fax+91 11 4178 2023
2. being Canadian Citizen only, to book Appointment at Canadian Embassy in Delhi -
https://cts-ca.anzus.solutions/infoschedule?customer=embassyca&wf=appointments&action=schedule&locationId=DELHI

I understood that FRRO is looking for birth certificate attestation/apostille a document from High Commission of Canada, New Delhi

It is like - when someone applies OCI from Canada and their kids are born outside Canada (except India) - BLS\CGI would need apostille birth certificate and FRRO seems to be asking the same in India for Canadian born kids. You have limited choice then to provide the birth certificate attestation/apostille.

Thanks for the update Nivek. I will reach out to BLS. I paid for the return courier as well, but they may have just forgotten to update their system accordingly.

CGI Toronto has no role to play here (as I understood). They can attest something produce by Govt of India.

High Comm of Canada, New Delhi has to provide attestation of birth certificate produced in Canada.

And I wish you had some mastery of googling, which would have prevented you being frustrated with FRRO.
Do you have long-form birth certificate for your kid?
Here is process - https://www.idocscanada.ca/2022/05/the-canadian-birth-certificate-apostille-process/

If you are applying for OCI via FRRO offices in India they will end up asking for High Commission to attest the Canadian Birth Certificates.
If you were apply for OCI here within Canada, Canadian Birth Certificates are not required to be attested.

I think your best bet is to High Commission of Canada in India Delhi as suggested by @Daya1

If you are applying for OCI via FRRO offices in India they will end up asking for High Commission/Consulate General of India(HCI/CGI) to attest the Canadian Birth Certificates.
If you were apply for OCI here within Canada, Canadian Birth Certificates are not required to be attested.

For you to get the documents attested you have to go to BLS and get the certificates attested: https://www.blsindia-canada.com/toronto-jurisdiction/certificate-of-date-of-birth.php
But I think they require Originals: https://www.blsindia-canada.com/toronto-jurisdiction/pdf/BLS-CAN02-toronto-certificate-of-DOB-checklist-Rev3.1-word.pdf
I am suspecting that BLS will work for individuals who are born in India. Canadian born citizens are to work with their Canadian embassies in India.
