who is sending AOR out? visa office or CIO in Sydney? why people received email during night Canada time?

mostly I think it is an outland applicants ; their visa offices are fast in giving aor's

It doesn't matter. All applications have been sent to CIO Sydney and then will send and distribute to local VOS.

Did you get your AOR already? Did they give you a clear reply on your question?

AOR is send out by CIO Sydney. Emails could be send out as automated batch, I don't believe it's manually done.
