I found this frustrating as well since I'm in the same boat as yours (except that I'm october 2013 applicant).
Once I had the same question as you. So regarding the "Bring Forward", I found this link to the forum discussion really helps me out.

Security - Blanked

Looks like my application is postponed indefinitely.. Why didn’t CIC make decision from Aug 25 to Sep 24..

Today is the due date hopefully the new VO will review my file and send me COPR! good luck to everyone

Finished my journey: Flagpoling at Point Roberts/Tsawassen. The story in short: I took public transport from the airport to Tsawassen (final stop) and then just walked across the border and was directed to the US office. They gave me a paper and send me back to Canada (took 5 minutes or so). I told the Canadian customs that I would like to do my landing and they completed all the paperwork in 10 minutes. No waiting time, no nothing. Waiting for PR card now...

When I am going to get my PPR man... It's been almost 4 months since I paid my RPRF and medical uploaded... CIC has never been so slow..

It sounds they were also busy issuing visitor visas (89.000 last month).

I am afraid there will be no updates till December this year for the Nov 2013 applicants. I heard some high ranking officer left the department (CIC) and everything went haywire after that. Nothing goes as per the norms. The 'In process' status never gets updated. People are getting PPR randomly without any understandable reason.

God help us!
