I'm a Canadian citizen and been non-resident for many many years. I still have accounts in Canada with Canadian address which I haven't looked at in 10+ years. When I return and become a resident again, must I declare their current value and pay tax on their interest/growth value from the return date onwards?
Also had RRSPs which I still have money in. Do I declare their value on the day of my return?

you should have been filing taxes on income from your investments on an ongoing basis. RRSP's are irrelevant as they are allowed to grow tax free and are only taxed when you withdraw funds.
