If I were to obtain PR status, would I be eligible for free health care just as a citizen would? Is this something I would need to apply for? And if so, is there a fee and how long does it take to process?

Yes, you have the same eligiblity as a citizen. Most provinces have a waiting period of 3 months. It is paid for through your taxes, though I think someone once mentioned that BC charges a monthly premium as well.

Right Karl. BC charges $54 monthly but now I think it is $57 monthly.

is it possible to have OHIP to pay the bills that were done just two weeks before OHIP starts?

OHIP does not charge monthly fees or anything like that, but they do charge an OHIP fee through your taxes, based on your income.

No, they will not pay anything at all before coverage takes effect, I'm afraid.

If you have no income you will not pay that OHIP premium. But you'll end up paying taxes in other ways; such as just suggested, through sales tax. Death and taxes and all that... :)
