New Policy on PR Card collection new immigrants

Just landed. Have been told it will take 4-6 weeks to get the PR card. But unlike what I knew before I have been told that we (all family members ) have to personally go and collect the PR Card. It will not be mailed. Is this a new policy? Will appreciate seniors help and comments Thanks

According to http://www.cic.gc.ca/english/information/faq/pr-card/pr-card-faq05.asp and http://www.cic.gc.ca/english/resources/manuals/enf/enf27-eng.pdf (section 10.1 - page 31) a PR card for a new PR should be mailed to you. If this is a new policy, this is the first I have heard of it.

You only collect PR cards in person when you renew them. In order to renew your PR card you need to fulfill your 730 days of residency requirements and collecting in person shows that you are at least in Canada.

My brother and father just had their PRs renewed and had to collect in person, and my father could not even collect on my brother's behalf.

If you are a newly-arrived immigrant and you have already met the immigration officer when you handed in the COPR - obviously they cannot process a card immediately for you but since they have seen you and verified your landing they can safely mail your PR card to the address you give them.

Cards are usually mailed. There is no requirement to collect them personally unless you are renewing.
