New Noc list Nov 09? Visa offices are slacking

I've seen so many visa offices having so slow response times. i would want to think that its just there are more applicants now but i kept on thinking of possible scenarios.

1. Immigration Quota Met for 2009 - there is a quota indicated on the cic plans
2. New noc list 2009 - Some agents are advising and even actually telling their clients to rush before nov 09
3. Typhoon - yeh i went crazy with that.. with all these typhoon and other natural disasters.
