New LoS Quota, need help

Looking for clarification on below situation in case anyone has faced this recently:

Our startup’s LoS was issued about seven months ago on the 20th October 2023 and it got expired on the April 19th. Three of the four members submitted the PR application before the expiry of the LoS while 1 member wasnt able to submit on time due to the expiry of his wife’s PCC which he had to arrange from his home country.

Now the DO needs to revalidate/renew our LoS, but the DO is saying that this might impact their new quota of 10 LoS per year.

Question: would the renewed LoS be considered from the DO’s new quota or would it be considered as revalidation of a previously issued LoS. Has anyone faced this problem recently where they have resolved this positively?

We are getting mixed views on this from different lawyers.

There is no such thing as renewal, if the LOS expires then they have to issue a fresh one. So unless IRCC makes some exception, it will be under their new quota of 10 LOS.
Also FYI for others - the fourth cofounder should have applied with the expired PCC and updated it later. Surprised your lawyers din't advice you the same.

Thanks. Well the consultant should have filed and we were pushing him but not sure why he decided not to. We’ve been advised by the DO that the LoS can be revalidated and that happens all the time during the PR process. They are just confirming with IRCC whether it will be considered from their new quota or will be treated as an old case.
